ChangePoint states that it will not refuse services because a person cannot pay, or because payment would come from Medicare, Medicaid or CHIP. Medicaid, Medicare, private and military insurance, state funding and public assistance are accepted, with a sliding fee schedule based on income.

It is operated by Camelot Counseling, a 501(c)(3) non-profit licensed by the State of New York that has worked on Staten Island since 1971, when a group of local business people from the North Shore Kiwanis Club opened a storefront program for troubled young people. Camelot opened the island's first 25-bed substance use residential facility in 1992, and now also provides counseling for adults, adolescents, children and families, with adult outpatient services for men and women. Medicaid, private and military insurance, state funding, public assistance and self-pay are accepted, with a sliding scale.
