It was created on 1 December 1999, when nine county judges pressed for a state-operated program to be converted into a board-governed community non-profit. Texas Medicaid is accepted including the managed programs STAR, STAR Plus and STAR Kids, along with Medicare, private and military insurance and state funding — and services are never denied for inability to pay, with uninsured people eligible for a sliding fee discount based on family size and income.
