Its residential facility works on more than the substance use itself: 24-hour care there addresses homelessness, mental health and unemployment alongside addiction, which is what distinguishes a VA domiciliary program from a standard rehab. The campus also provides mental health care, PTSD treatment, homeless veteran care, caregiver support and primary care, and works with Disabled American Veterans and county veterans affairs directors to arrange transport. Care runs through VA benefits — Medicaid and Medicare are not accepted here — with private and military insurance, public assistance and self-pay also recorded.

Admission runs through an assessment center, and detox is available for people in active withdrawal who need medical supervision to stop safely. LRADAC is an accredited provider and treats co-occurring mental health conditions alongside substance use. It accepts most forms of insurance including Medicaid and Medicare, and says openly that it does charge fees while committing to help clients get the support they need; military insurance, public assistance and self-pay are also taken.

The Holbrook clinic is ChangePoint Integrated Health's substance use outpatient program for Navajo County, offering individual counseling, intensive outpatient groups and Suboxone therapy for opioid addiction. It sits inside an organization that has worked in the county since 1966 and runs its own 16-bed inpatient psychiatric hospital, so referral onward does not mean leaving the area. ChangePoint states that it will not refuse services because a person cannot pay, or because payment would come from Medicare, Medicaid or CHIP. Medicaid, Medicare, private and military insurance, state funding and public assistance are accepted, with a sliding fee schedule based on income.

Affinity House is a residential program for women in Eau Claire, operated by Lutheran Social Services of Wisconsin and Upper Michigan — a human-services organization whose work in the state traces back to 1882. It offers structured sober housing and recovery support for women, and accepts residents who are receiving medication for opioid use disorder. Medicaid, Medicare, military insurance and public assistance are accepted.
