UPMC Western Behavioral Health at Safe Harbor provides outpatient substance use and mental health treatment in Erie, Pennsylvania. Stairways Behavioral Health has provided mental health and addiction care in Erie for more than sixty years. It was founded on 6 April 1961 by twenty-two members of the Erie Chapter of the National Council of Jewish Women, and named for the staircase clients climbed to reach it; today it serves more than 6,000 people a year. Its Residential Treatment Program for Adults is a 15-bed facility offering 24-hour supervised care for up to 30 days, alongside a youth residential program, state-licensed personal care homes for people with ongoing mental health needs, and an outpatient clinic. Medicaid and Medicare are accepted, along with private insurance.
